Refusual of payment
if payment is made to business, and business refuses to except payment do you still owe bill? payment was 900.00 owing on an 13,000 bill.

Of course, assuming they had kept their part of the bargain.
But to understand why they refused your payment, I would want to see the contract that created your obligation.
