repackage and sale a product
Is it unlawful to purchase an item, repackage and sale it to be used for something totally different than it's original intent.

The answer to your question depends on several factors not the least of which is whether or not the product is patented, and whether or not the patent covers the change that you intend. Without more information, the answer to your question is likely yes - repacking would be an infringement of the original product owner's rights in the product.
