Can a salaried restaurant manager also wait tables and earn tips?

Almost certainly unless there is a company policy, CBA, or some other type of private agreement that prevents it. The minimum wage laws would still need to be accomplished also.
Think about your question if it was posed this way: Does the United States government or Washington State make it illegal for a company to permit a person to be paid a salary and also to collect tips?
When you look at the question from that perspective you start to see why it is possible for a manager to cut in and take tips. Frequently, however, it can create frustration and annoyance for the non-salary employees who feel they are getting a pay-cut when it occurs.
