Legal Question in Business Law in Washington
I want to do a little side job of fixing computers on top of my full time job, but I know I am not going to make more than an extra $300-400 bucks a month because I don't have that much time in the evenings. Do you think I still need a business license?

As a Franchise Attorney I can say the following. The requirement to obtain a business license starts when you begin any type of business. There is no exception for doing a small volume of business. Even a business that operates at a loss must maintain a business license - until it goes out of business. Consult with a good business or franchise attorney in your area for specific advice.
