My daughter works part-time for 'Fred Meyers' in Washington state. She was given a letter stating she owes $382 for union dues, and it's due by Aug 19th. She had signed up for automatic deductions out of her paycheck, but it doesn't seem as if they had done this. She's not sure if this was a payroll issue at her job or she doesn't make enough money for the $75 a mo deduction from her paycheck?

You don't mention who the letter was from, but I assume the union.
If she is supposed to have automatic deductions from her paycheck, but it is unclear whether this has happened, she should probably check with the payroll department. If the deductions have not happened, she should probably contact her union rep and explain, and see whether a payment plan can be negotiated.
What options she has and what is required of her depends to a large extent on what is in the collective bargaining agreement between the union and Fred Meyer.
