Verbal versus Written!!!
In the state of Washington, is a verbal agreement between property owners ( past & present) as legally binding as a written agreement? This involves removal of landscaping plants and shrubs.

I can't answer you question without more information. You are probably asking a property law and not a contracts law question.
As to statute of limitations on contracts, it is 3 years on an oral contract. A binding contract requires: an offer, acceptance of that offer, and something of value given for something else of value (called "consideration").
