How do I find an attorney to review my situation to see if I have a claim under the Fair Credit Billing Act.

Try calling the Washington State Bar, and ask if they have a lawyer referral service. Otherwise, look online or in the phone books for debtor/creditor lawyers, NOT under "civil rights," as you'd categorized your post.
