Legal Question in Civil Rights Law in Washington

Equal protection, color of law abuse

If a law officer, in this case, a town marshal of a small town..the sole officer has not only ample evidence of an assault on a black man...with admissions of guilt directly to him ...but refuses to arrest the 4 men who did it AND the Aryan Nation member who arranged it with the 4 men to do it... and he states he has closed the case for lack of evidence... is he or the county prosecutor obstructing justice under color of law?

We are 5 months after the event...and he refuses to act even with sufficient probable cause and says he has talked it over with a prosecutor who doesn't feel they have enough.. even with all documentation of the many severe injuries sustained and admissions.

There MUCH MORE to the story..but cannot be posted here. We live is a sparsely populated county and we fear for our lives.
