Is this a law?

Is there a law restricting the number of animals people are able to possess on their property?

That is generally controlled by local ordinance and regulation. In some categories and places it may have specific numbers for certain species and in other situations it may say something as general as a "reasonable number." Some localities may regulate on the basis of noise, and waste management issues. Some communities may regulate to exclude certain categories of animals as inconsistent with city dwelling.

In general anywhere in Washington that is an incorporated city/town will regulate animals. In more rural areas there will be less regulation or more flexible regulation and taking into consideration the normal use of the land. Land designated as agricultural will have less specific regulation.
