Can management read office emails without first informing the employees of this policy?

Typically speaking, you have no expectation of privacy when at work. Your emails, internet and computer activity and work space are accessible to your employer and can be searched by them and or authorized by them to be searched by law enforcement at any time.
Email and computer policy should state this, but it is difficult if not impossible to claim a violation of privacy when using a private system where you have no access unless you are employed by its owner.
