Private Contractor Services Provided

My 20 year old son took a summer job working as a ''private contractor'' for a man whose business provides services to bicyclist on various tours throughout the country (bike detailing, etc.). My son had a verbal contract with the man for how much he would pay for each individual event worked. He even has an email from him listing them out. My son worked 4 plus events for him before resigning. My son had been paid after each event for the work he had done, except for the last one. When my son resigned, them man stated he would be mailing him a check for the last event worked ($600.00). Of course, the check has not come after almost a month and he is not returning my son's phone calls. So, the question: Do we have legal grounds for a small claims civil case? A friend told me we have a ''partial performance'' case to make (I'd never heard of that one before) and we have the email where he listed out the various events. Any input/advise would be greatly appreciated, especially since my son is a student and leaving for Taiwan to study this year and was counting on that money!

I'd try Small Claims Court, but first send the guy a certified, return receipt letter asking for the amount owed plus interest. Give him ten days to respond.
