May one person record a telephone or other conversation without the knowedge of the other person

In Washington State, not legally. You have to first get a warrant signed by a judge.
Without a warrant, you can't use the tape as evidence against someone. You may also get in trouble for having made the tape.
This rule is not the same in all jurisdictions. That means it may be legal in other states under state law.
