restaurant workers
When customers pay by credit card, my employer deducts the credit
card company's fees from the tips they leave. Is this legal?

You mean the whole 4% or whatever is deducted from your tips, or a portion of the 4% is deducted?
It sure doesn't sound right. Have you called Labor and Industries' Wage and Hour Division yet? You should.
