About statue of limitations
I bought a car 9 years ago, and got reposessed, they sold it and I owed 4000, Lost my job because of not having a car, now I tried paying for a ticket taht is the last thing on my credit report and the collection agency won't let me unless I pay the now 14000 debt, Am I obliged under the law to pay for this, or does it fall under the statue of limitatons, and if it does how do I explain myself

I would suggest you write a check for the ticket and mail it to the collection agency. Document which ticket you are sending it for-on the check if possible, and in a letter to them. If they return the check, send a copy of their refusal to accept with a copy of the check to the city (or whoever issued the ticket) and ask for the ticket to be exhonorated because their collection agency would not accept payment.
If they do not apply the check to the ticket you could send a letter to the city and ask for exhonoration since the collection agency did not apply your payment to their account as you directed. Make sure any correspondence with the ticket issuer has documentation, such as a copy of the canceled check with their ticket number on it and/or the letter from the collection agency.
