I need to file a tort claim, my husband was in Pierce county jail in Washington state. When he was transfered I picked up his personal property and all they gave me was his cloths none of his letters, pictures, and personal notes from his trial for his defence. They told me what the gave me is what they had. He was there for over a year and he had a lot of letters, picture and those notes are very important for his appeal. He told me that he can file a tort claim. I have looked all over the internet and I'm not getting anywhere if you could please give me some advise on where to go it would be greatly appricated thank you
