can a neighbor have a video camera pointed directly in to my driveway recording my actions without my knowlage or consent?

I believe that the answer is yes if the driveway is in "plain view."

Have you talked with your neighbor about the camera? Are you sure it's actually connected? (Some people put up fake cameras to deter burglars).

I suggest that you invite your neighbor over for coffee and explain that the camera makes you feel uncomfortable. If this doesn't resolve the problem, let me know what county you're in.
