You should probably speak with a lawyer in each of the countries involved to be sure -- this is notsomething on which you should rely on your ownresearch, as the laws and their application inan unfamiliar legal system may be difficult even for a lawyer in another country to understand.

If you are working on US government projects(thus the USG-issuedtelecom equipment), the agency may be able to get you an answer, either through their own resources or throughthe State Dept. Ask them.

If you have any thoughts of saving money by doing the research yourself, I urge you to consider the case of an American recently arrested in Russia (later released) for carrying a common GPS device. Who knew?
