is dash camera legal in WA ? I want to instal a dash cam in my car but I'm worried about getting ticket for recording in public, so I want to make sure before I purchase one.

I can't imagine any state trying to outlaw dash cams. At the same time, there is no dash-cam exception to other laws, such as those which limit objects blocking the driver's field of view or which could unduly distract. A small camera, without a view screen on the back, that is securely mounted someplace where it's not in the way, should be fine.
