Would it be illegal to sell a keylogger that steals accounts from a online game?

You should presume that any act to steal something has criminal or civil liability. Even if the collecting of the account information was not illegal the use of it would probably be computer trespass. If the access has any value (e.g. a registration fee) it may constitute theft.
