Is it legal to text someone 1000 times in a non stop process? What actions can be taken against this?

It is probably not inherently illegal (an actual violation of the criminal code) unless it has some effect as in denial of service, but it may well be a form of harassment that would justify an restraining order (violation of the order would then be enforceable in contempt).
