Legal Question in Constitutional Law in Washington
Article III court
The except below says that the U.S. District Courts are not Article III courts. Can anyone tell me where and how to access a true Article III court?
"The United States District Court [is not] a true U.S. Court established under Article III to
administer the raw judicial power of the United States therein conveyed; it is created by virtue of
the sovereign Congressional faculty, granted under Article IV, section 3, of the instrument of
making all needful rules and regulations respective of territory [b]elonging to the United States." -
Balzac v. Porto Rico, 258 U.S. 298, 66 L.Ed 627 .

Re: Article III court
If there is a federal courthouse nearby go there and you will find your Article III court. What that means is that the court should be constitutionally empowered to handle all cases and controversies arising from the federal laws and the federal constitution. Do not be alarmed by the Puerto Rico problem. It is too special, if you don't live in Puerto Rico it won't bother you. Besides, I do not know whether that particular rule has been revoked.
