Is underage dating legal??

My friend is 15 years old and she meet this guy who is 19 yeras old is it ok for them to date they really like eachother and i was just wondering for their safty. they havent had sex they have only kissed once is it still illegal for them to date???

It's not illegal for them to date, but you have to wonder why a 19 year old can't find someone his own age. The 15 year old needs to find someone her own age because she is helping to walk him to jail if they go much further. If they have sex, he will be guilty of statutory rape in nearly every state. What sort of person would take that chance?
