Underaged Dating

I have a close friend and she is dating an 18 year old and she is only 15. Can her new 18 year old boyfriend get into any law trouble?(even though they havent had sex yet)

I cannot think of any law trouble he would be in. If they have sex it would be a degree of rape because she is not considered old enough to give consent.
