Legal Question in Construction Law in Washington

easments

I have a paved road and shared driveway with othr houses. at the end of the road where the driveway begins one neighbor who says she owns the shared driveway wants to put up a fence. She just past my house has put up a chain with a lock so we dont have access from both sides. now the fence would stretch from the chain in front of my house and another neighbors sealing in my house from the shared driveway. Access to my garage would be about nil and to my house due to storm drains and a ditch where the fence would stop. Is this legal what can I do?

Re: easments

Without looking at the express language of the easement it is difficult to tell whether this action is allowable. However, generally it is impermissible to limit an easement by putting a fence or blocking the easement. There may be penalties associated with taking this action.
