Can a painting contractor in the state of Washington file a Mechanics Lein on real property

Theoretically yes. If the painter is licensed with L&I.
The word "mechanic" is somewhat misleading - it's meant to encompass work done that becomes part of the improvements to real property.
There are substantial penalties for not complying with the lien statutes, and this really is not self help law. The law provides for attorney fees for having to file a lien, and the associated costs. This is motivation for attorneys to take on the matter for you, so don't hesitate to ask for help from a local attorney.
