appearing in court
i live in washington, the person i am suiing lives in wisconsin. if i file suit in WI, is there some way of doing this without going to WI for filing or for court? and what is the statute of limitations on goods not recieved?

Yes, possibly. It is called "long-arm jurisdiction" and it means that if someone is transacting business here in WA but is domiciled elsewhere, it is possible for the court here to have jurisdiction over them.
But not in small claims.
This is not self- help law. The statute doesnt depend on the goods receipt or not - it turns on whether you had a written contract (of some sort) or if this was a verbal agreement of some kind. If you have a writing the statute is six years, if no writing then arguably three, but there are circumstances under which it's two.
