Are Automobile Dealerships that pull credit and places loans looked at by the Federal Government as a lending institution?

They probably are. WA has a Consumer Protection Statute that prohibits unfair or deceptive practices in consumer transactions, and thus the AG is a good source of help. There are also attorneys who represent consumers whom you might want to talk to.
