credit card charge minimums
Is it legal for a convent store to have a
5$ minimum for debit check card
transactions?

Sure. They have to pay to use the debit check card system, so they can pass along the cost.
It is similar to an ATM charge. As they pay for it, they can determine how they deal with it.
