How long does a creditor have to legally prosecute a debter before it has been or should have been dropped.

The statue of limitations in WA on a written instrument (such as a credit agreement) is six years from the last "transaction". So, If you ceased making payments and breached the agreement with no further affirmations of intent to resume the contract six years ago, the statute has run.
ANY communications on your part indicating an intent to resume payments may - may - be enough to re-start the limitations period.
