Seller's rights - Disputed purchase

a customer paid me for a special order purchase of a $1800 Television. After I recieved television and redied it for delivery, the customer changed their mind and is now demanding a complete refund for an item I can't return. The customer refused a delivery attempt. what are my rights or obligations in this matter?

You asked this question correctly, thank you.

Your rights in a special order purchase are to have the buyer pay for the specially ordered goods. There is a whole section under the UCC as adopted in WA discussing obligations to specially manufactured goods. It is different when the item cannot be re-sold on the open market because you had it especially made for one buyer's requirements.

Your obligation is to attempt to cover - to mitigate your damages by trying to make the sale to another buyer.

Having tried that, you could take the buyer to small claims court and you could prevail there. You would be entitled to recover the value of the lost sale.

I don't have enough facts to give you more advice than that.
