arbitration claim
I recently received a ''National arbitration forum claim'' regarding an old credit card bill i was unable to pay. How do I respond to this?

Read the document carefully. It will explain what is expected of you. Then, look online at nada dot com for an attorney who does consumer protection.
It is unusual to hear about arbitration claims in WA. There are advantages and disadvantages to arbitration, mainly it is less expensive. You may have agreed to this when you signed up for the credit card (and of course, you still have that documentation, don't you:-))
The next step for you would be to go online to the attorney general's office (start at access dot wa dot gov) and find out whether WA allows arbitration clauses in credit card agreements.
I'm not looking at what you received, so I'm just working off what you are saying. If you quit paying on the credit card more than six years ago and you have not been served with a summons and complaint, the company may be too late to bring an action against you. You don't say how long ago this was, but don't overlook it if it is a possible defense.
