Can someone charge you interest on money you owe them if there was no contract or agreement when the debt is owed.

It is unclear what you are asserting: Was there no contract or agreement, i.e. the money was a gift; or simply that there is no written contract, i.e. that the money was given with an agreement to repay but no writing.
The burden is on the Plaintiff (creditor) to prove the debt and the terms of the contract (that would be the rule in litigation). The communications about the debt that are documentable may be used to support determining the terms of the agreement.
