Re: civil law
You always have the right to represent yourself. This is similar to having the right to hit yourself over the head with a hammer. You can do it, but the more important question to ask yourself is: should you represent yourself?
Not even if you are a fully qualified lawyer. Would you do surgery on yourself? Of course not. If you are concerned that you don't have enough money to hire a lawyer, call your County Bar Association and ask if there is a clinic or a low income referral line or a volunteer attorney network.
And get qualified help. I am sure that you are good at whatever you do, but even if you were a lawyer I'd be saying the same thing.
