Collection Agency
An agency contacted my husband and threatened to garnish his wages if he didn't give them his bank account number. He did, and they took money out without authorization. What are his rights?

You really need to find and retain an attorney who understands creditor/debtor and consumer protection. There is a website at naca.com - I believe that stands for national association of consumer attorneys. These attorneys will not charge you for a consult, and some will not charge you anything until you case is resolved. They know you are flat broke right now.
This is a common collection tactic. You might want to review pennlawyer.com and / or budhibbs.com. Both describe unlawful collection practices and what your remedies are.
A collector cannot threaten something they cannot do (e.g. garnish wages without a court order) in order to access your accounts.
N E V E R give your bank account numbers out to a stranger, no matter what. This is why.
You should also contact the State Attorney General's office and report this agency. Their collector's license can be revoked for this sort of conduct, but only if the AG knows.
