RE: Filing and Serving a Lawsuit
How do I go about filing and serving a lawsuit??? How much does it cost and can the cost be passed on to the debtor???

You have to write it first. Then you take it to the clerk and file it and make copies for you and for the defendant.
Not to be facetious, but there have been a fair number of books written on this subject. Have you thought about hiring an attorney to help you?
If the answer is no, go look at the website called nolo dot com. They have a series of books on various aspects of self representation and they do a pretty good job.
