i live in washington state. I recently got sued by a collection agency instead of serving me or my wife they served my 13 year old daughter i just wanted to know if that was legal?

Yes, actually, they can do that. There are published decisions on the appropriateness of service on 13-year olds. The critical thing is that you know about it. Don't let them take a default.
