Legal Question in Credit and Debt Law in Washington

Independent Rep Commissions Owed...from WA.

Our CA Corp. has an Independent Rep Contract with a "public" Company in WA. They are 9+ months past due paying us about $6-7K in commissions. We have been demanding payment for months. The Contract says disbutes settled by Arbitration only in WA. We'd like to sue them in CA Small Claims for $5K and end it. Can we sue in Small Claims in CA? If no, in WA? Any input appreciated.

I would have to read the agreement and do a little research to be completely sure but the general rule of thumb in all states is a contract means what it says and will be enforced.
