I have been going thru some rough times for a while and got into some pay day loans, I received a call today about getting a attorney for mediation. what does it mean if they filed with the county, is that like a judgement? for garnishment if I can not pay the amount right now

I have no idea. If you are that broke, consider taking a bankruptcy.
You don't say where you are but most county Bar associations have clinics or volunteer attorneys who will do a consult with you so you can understand what is happening to you.
I can't tell from your question who called you or why they want to mediate.
If they filed a lawsuit, and want the court to do something, they have to tell you so you have a chance to respond.
