Lien on property.
What is the proper procedure for

neighborhood water association?

Re: Lien on property.
This is a technical question that is way beyond the scope of this website. A lawyer would need to review the association's rules and the basis for the assertion of the right to a lien before doing anything.
If there is a proper basis for a lien, the technical details of filing a lien are governed by state and local rules.
It would be an alternative idea for the association to sue and get a judgment first.
Hope this helps. But don't hesitate to contact your local Bar for a referral to a local attorney who can help you. It may seem costly but it would be far less expensive in the long run.
