Legal Question in Credit and Debt Law in Washington

Liens

One of my relatives had a lien filed on her car in Washington state preventing her from licensing her car. The car was a gift after she had been divorced and several years after the debt was incurred for which the lien was filed. She has the title to the car and there is no debt on the car. I believe the debt was incurred well before the divorce. Is this a legal procedure from collection agencies. and does she have any options to remove the lien. She is struggling to get ahead with 2 kids and has been working steady but 10 dollars an hour does't leave much for anything else. Her ex has managed to get himself on disability and was the main reason for all their past debts. Any information would be appreciated

Hello: Your relative needs to go look at this website - budhibbs dot com.

Collection agencies cannot place liens on personal property - a lawyer has to do this.

Her dissolution decree will contain a recital of the community debts and an allocation of them. This does not impact the rights of third party creditors, but she may be able to recover any losses from her ex.
