non-payment of invoice
I have worked for a consulting company that refuses to make payments per our contract. I must beg and when the get around to it, I eventually get a check. BS! I owe the government taxes, the mortgage company and I get no reprieve and I am sick of having toscramble when I shouldn't have to. What recourse do I have for collecting on time, penanlties, and suffering from mental anguish?

You can sue them for breach of contract. You have to work with the economic loss rule, that says that a breach by one party creates damages per the contract, not by way of tort. You can get interest, too, and perhaps attorney fees and costs depending on what the contract says.
Honestly? Your recourse is to find a more reliable contractor.
