if a company refueses to except or set up a payment plan instead of full payment then what should i do

Evaluate your situation with bankruptcy counsel. You could start looking in the internet for more information.
If you cannot pay your bills then you can, under certain circumstances get a fresh start.
When a creditor is demanding payment of a debt that you cannot pay according to the terms the creditor demands, this is your remedy.
If a collector asks for personal information such as your bank account numbers don't give that information out - especially not over the phone.
