is there a time line debt collectors can try and collect such as phone companys

Yes. A debt entered into on a written agreement has a statute of limitations of six years from the last communication/payment/acknowledgement of the debt.

With the phone company, there will be a service that the debtor agrees to benefit from, even if there is not an actual formal written contract.

Our Supreme Court has recently ruled that "course of conduct" contracts also have a six year statute of limitations.
