Stipulation for payments.....
I owe the money. Have made token pymts each month. Received a summons from attys stating a lawsuit has been started. Called & made agreement on monthly pymt. Received ''stipulation for payments and confession of judgement''. If I don't make pymt on time, whole amount will be due, plus interest, less pymts, statutory costs incurred & $600 atty fees. That part understood. Debtor further agrees that if this case was dismissed, the Order of Dismissal may be vacated without notice to the debtor to allow entry of confessed judgement. What does this last sentence mean? Thank you for your help!

Wow, if you sign that you have just agreed no stop arguing about the debt entirely. If the court dismissed the Plaintiff's suit, that would mean the court does not believe the Plaintiff's suit has any merit whatsoever, but they want you to AGREE to entry of judgment anyway.
I don't know nearly enough about the underlying facts except to say you need to talk to a lawyer, with all these documents in hand. If you are unable to pay, contact CLEAR - perhaps through your county's Bar Association. They will know the phone number. You can find your county's information at www courts dot wa dot gov.
But based on what you said, I would not advise you to sign that. You would be agreeing to allow them to garnish your bank accounts or your pay.
