Valid Service of Process

For a Breach of Contract Action can the serivce of summons and complaints be legally served before the law suit is filed in the courts or must it legally be served after the law suit is filed?

In Washington, service of an unfiled summons and complaint is allowed.

Once served, your option is to appear and demand that the matter be filed or if they don't they'll have to serve you again.
