Is there an application with which you can apply to have your record expunged?

I am a Chaplain and am trying to assist someone, who is now a bit of a public figure, and has been convicted of shoplifting 17 yrs ago. No crime has been committed since that time. As a senior citizen, they serve the community both public and in their church and live in terror that the discovery of this, ( as has been recently checked) will totally ruin their ability to serve in the capacity that they now do. They are entirely reformed. While they do have a perfectly understandable excuse, they did not submit it as defense as they resided out of the country and could not return to appear at their own court case; fearing that if the case were left open until their next annual visit 'home' they would be arrested while trying to re-enter the country they decided to plea guilty and paid a fine.
