about a check that was sent out of state

my friend got a travelers check and sent it to a company in pa for something she didnt get the items because they found out the check was bad she didnt know but now they want her to pay them 208 for the shipping and bank fees she is willing to do that but cant right away would have to make payments they say that if she doesnt pay it all by the 2nd that they are turning it to the police can they do that since she didnt get the items and we live in washington now Pa were the check was sent too

First, since the crime occurred in PA you need to direct your question to a PA attorney. I'm licensed only for the state of Washington. Next, your friend needs to understand that coming to a civil agreement (paying the 208) will not in anyway bar a criminal complaint (they can still turn it into the police and probably already did). I don't understand why they want the 208 since she never received the items. However, as I said, this should be directed to a PA attorney.
