How would one go about getting a no contact order to a "no hostile" no contact order?

It can only be changed by a judge of the court that issued it. Every court I know of requires that the protected party (victim) make the request. Some have a formal motion form that has to be filled out.
I would call the court and ask what the procedure is. That will at least get the case in front of a judge, who can make a decision.
