say the cops know you are driving a vehicle on a suspended license,and they follow you from place to place to place and then decide to stop you for driving while suspended.is this a pretext stop by law?

No. You state that the police know you are driving on a suspended license, that is sufficient probable cause for the stop. What is your complaint? Do you think that they did not arrest you fast enough? You should consult a local criminal defense attorney to determine if you have a legitimate defense.
