RCW = Revised Code of Washington; it refers to statutes.
ORD = Ordinance; it refers to municipal or county ordinances.
1299 is the ordinance number, i.e. the law she is accused of violating.
(Statutes would appear as 3 sets of numbers separated by ".", the numbers representing "title.chapter.subsection", e.g. 46.61.410.)
